When do I need a permit?

Building permits are required by city ordinance when the value of construction is equal to or exceeds $1000.00 OR the proposed construction activities include any roofing OR structural work. Plumbing, H.V.A.C. and Electrical permits are required for new installations, replacements or removal of plumbing fixtures, HVAC equipment or water, drainage, sewer, gas piping systems or electrical wiring. Rough inspections and approval are typically required prior to covering work or installation of finishes. Final inspections are required prior to issuance of a Certificate of Occupancy/Certificate of Completion and use of the structure or space.

Regardless of the need for a building permit, any changes that affect zoning, such as a change in lot coverage, will require a review by the Design, Environment, Construction Division and any land disturbing activity will require a review by the Engineering department. All submittals to the Design, Environment, Construction Division or Engineering Department must be submitted in the Design, Environment, Construction Office.

How do I obtain a permit?

All building permits require the submittal of a scope of work and/or construction drawings.  Most RESIDENTIAL Plumbing, H.V.A.C. and Electrical permits can be issued during our regular office hours. Applications can be found under Applications, Forms and Fees. Most COMMERCIAL Plumbing, H.V.A.C. and Electrical permits are not issued on the spot and require an additional submittal of “shop drawings” to be submitted during our regular office hours.

Office Hours:

Our office is open between the hours of 9 a.m. and 4 p.m., Monday through Friday. We will accept all types of plan submittals and issue basic permits. Certificates of Occupancy and Certificates of Completion will be taken in during general office hours and processed as quickly as possible. Basic zoning review will also be available.

Construction:

Prior to commencement of construction, please contact the Design, Environment, Construction Division to determine if you need to obtain the following:

• Zoning and Life Safety Approval from the Design, Environment, Construction Division and the Fire Marshal
• A Tree Preservation Permit from the City tree consultant (click here for a link to the current Tree Ordinance and Administrative Practices)
• Soil Erosion and Drainage Permits from the Engineering Department
• Permits from the Engineering Department for curb cuts and any work to be done in the right of way
• Building, Plumbing, H.V.A.C. and Electrical permits from the Design, Environment, Construction Division
Local Historic Approval
Health Department Approval 
You must also:
• Install soil erosion control devices and tree protection prior to construction (if applicable)
• Post permit card on job site
